Not an Obama fan, but this really isn't a fair comparison. I think that the tone of both events was intentionally different. Bush's visit was a different forum, and a morale booster. Obama's was a policy announcement in a more formal setting.
If Bush was making a policy announcement, it probably would look very much the same.
Now, what if Obama went into a setting similar to Bush's in this video? Would he get the same reception? That's the real question. I suspect that he would not.
